Regular Meeting
Mayor Severson called the regular meeting to order at 7:00 pm and declared a quorum present. Present were Councilors Hardin, Misner, Achuff, Harn, Springer, Myers, Calame and Harkenrider. Staff members in attendance were City Manager Brookshier, City Attorney Luisi, Bob Irby, Ray Jones, Dan Coulombe, Judge Creasing and Donna Moeller. News media present was Karen Hutchinson-Talaski of the Hermiston Herald. The pledge of allegiance was given.
Minutes
Councilor Harkenrider moved and Councilor Harn seconded that minutes of the November 23 regular meeting be approved for filing. Motion carried unanimously.
Report/Municipal Court - Paperless
Judge Creasing thanked the councilors for attending the Municipal Court open house celebrating 50 years. He reported as of December 31, 2009, the Municipal Court is going paperless. For the following three months, the court will run parallel systems to assure that the paperless system is working adequately to provided sufficient information.
November Expenditures
Councilor Hardin moved and Councilor Myers seconded to approve payment of the following November expenditures: $120,253.60 Bonded Debt; $549,413.69 General; $45,864.21 State Tax Street; $224,226.68 Utilities; $57,643.83 911 Communications; $478,565.93 Energy Services; $8,800.00 Revolving Loan; $35,789.04 Regional Water; $234,996.03 WWTP Construction Fund; total $1,755,553.01. Motion carried unanimously.
Committee Recommendation/Parks and Recreation Committee - Position 3
The committee recommended making the following appointment for the unexpired portion of a three year term ending October 31, 2012:
- Parks and Recreation Committee - Position #3 - Nate Rivera
In accord with council rules, confirmation will be made at the next meeting on December 28, 2009.
2008-2009 Annual Audit
Jerry Moro, of Barnett & Moro, was present to answer any questions regarding the 2008-09 annual audit. Hearing none, Councilor Harkenrider moved and Councilor Achuff seconded to accept the audit report. Motion carried unanimously.
There was no other business, and the meeting was adjourned at 7:10 pm.
