Welcome to your locally owned municipal electric utility owned by the City of Hermiston doing business as Hermiston Energy Services (HES). HES is dedicated to providing the best possible service at the least possible cost to its citizens. HES began operations on October 1, 2001, serving some 4,900 meters after acquiring the electric facilities of Pacific Power & Light within the city limits of Hermiston. HES contracts out the operation, maintenance, meter reading & billing, customer service and most day-to-day operations of the electric utility to Umatilla Electric Cooperative (UEC), located at 750 W. Elm Avenue in Hermiston. The ultimate responsibility for their performance is vested in the City of Hermiston and is managed by an Electric Utility Superintendent.
